both...and 连接的成分不对等

依然摘自《经济学人》。两个 it 均指加州。我感觉第二个 to 应该去掉，不然 both...and 连接的内容不对等。我如此理解对么？谢谢各位老师。

曹老师大意了，这里不是both...and ...结构，这里both修饰parents,  指双亲，和后面的and 没关系。
