但这种句子恢复成主动语态，应该就是 plansth to do, plan sth to be adj, plan sth to be done.
可是查词典查不到这种使用方法。
是否 to do 可以理解成不定式作状语？
plan可将来接that从句作宾语。当主语为泛指的they时，句子可以改为被动语态。比如：
They plan that the Tesla K20 will be available inthe fourth quarter of 2012. 。即that从句的主语提高到主句作主语，that从句的谓语动词改为to do不定式。
