十月23日，国家版权局发布了互联网信息存储服务新规。新规规定，网盘服务商有义务和责任打击盗版。新规的颁布是国内政府加大互联网版权管理，打击盗版活动的行动之一。
近几年，云存储（cloud storage）开始遭到网友热捧，不需要占用电脑存储空间，电影、电视剧随性下载，随时随地都能访问，各类网盘非常快就吸引了大量用户。网盘其实就是各类云存储服务商提供的云存储服务，所以英文里多用cloud storage service表示，此次颁布的网盘新规（new regulation on online information storage services）假如套用目前的cloud系列，大家就能用cloud rules来表示。
