定语从句的we know是插入语还是后面的there are……是定语从句中的宾语从句

请问where引导的这个定语从句we know 是做插入语吗。去掉变成where there areguided tour。还是there are guided tour是宾语从句，that在从句中被省略了，变成where we knowthat there are guided tour。其他人和我说是插入语，这里there are……做宾语从句是错的。我想了解哪儿错？

这个句子应该是是嵌入式关系从句（既是先行词的定语，同时又是另外一个分句结构的宾语，引导宾语从句）。但，从插入语的角度来看也未尝不可（只针对这个句子而言），由于拿掉这种分句结构,并不影响句子结构和意义的完整性。现在看法不一，存在歧义。
